Having consulted the documents, you do indeed need a contracting authorization issued by the Autorité des marchés publics (AMP).
Considering that you submitted yesterday the final documents to obtain this authorization from the AMP, that the deadline for obtaining this authorization is around 8 weeks (when no particular problems are identified, otherwise it could be longer) and that the deadline for receiving bids is in 3 weeks, I don't think we'll manage to be on time...
From memory, it was possible to accelerate the application to the AMP if we were in the process of bidding for a tender, but I suspect it won't be possible to accelerate the application by that many weeks...
Do you want to ask your partners at Fasken Martineau Dumoulin about the possibility of speeding up your application to the AMP? I've done some research on my own, but I can't find any specific information on the subject.

I came across 2024-1782 tonight. Looks they are looking for caregivers for a home with 7 residents (sounds like the original one that we wanted to bid on that was cancelled).
Seems like something that you can do - and they have changed one of the stipulations. The daily rate goes down when a resident leaves, but they are ensuring a minimum payment for 3 residents. The contract is for 2 years with three one-year renewal options.
I think it might be a good one!
