The criteria that I like my offices to use at this time is vaccinated caregivers ( if it is a state requirement), caregivers that have worked a shift in the last 6 months and caregivers that are compliant. Since you have such a large pool of caregivers, I would suggest deactivating the caregivers that have not worked a shift in the last 6 months. I am always open for suggestions!
