The reference checks are done through the background checks where they make 3 attempts to contact them and if they don't get a response they close them out. I reached out to HR and Natalie had said that the recruiter would have to stress the importance of the candidates picking a reference that they could ensure would answer the request. I think we need a better solution or we may end up losing candidates. For now, I have asked Brian (onboarding) if he had access to the names of the references provided and we could call those that are in limbo and we would reach out to them.
