For the French Version the letters should be remaining white, right? Then yes, in the band between the badge and the rule, that actually is designed to be transparent. It's suppose to show the background of the image. There's some examples of that on our intranet. For the English version I see the letters are showing transparent. If you truly need a vector file I'll need to play with the text as the designer that made these made it transparent. However, if you can use a .jpg that is flattened so it has a white background around the image and the text is white. I'd only use this for instance on a white background. Or if it's going on top of a photo you can use the PNG file that is meant to have the transparent background between the band and badge part and text is white. I believe you said these are being used for a business card so I think either of these should work for you. However if you're going to enlarge it for instance to a large sign for your door, building, etc. then I'll need to work on the .ai file as vector files are great as they're meant to be able to be enlarged without losing resolution.
