Here is what I would do: I would make it into a saddle stitch 12 page pamphlet =E2=80=93 you can start out with the English version and end with = the French version. This makes the most sense. I looked at different folds but I think it is going to be too hard for the end user. This is very simple and easy to follow. We can even say on the cover English and French versions. This is very easy to print and collate =E2=80=93 simple staple i= n the middle to hold it together. Makes the most sense from a design and usability standpoint. However, printing two different trifolds will be the most cost-effective. Do you have a 5-fold example you could share?
