I believe this is a new item that has to do with the US imposing tariffs on Canada. The US government imposed tariffs during the first 6 months of the Trump administration on a bunch of different countries, Canada being one of them. I believe that is why no one is able to see it on past items. Please see below as to how it should be handled.
