This target stems from the SOC model, which calculates the number of starts needed to reach our growing revenue target throughout the year. This model uses the calculated SOC, along with a baseline churn rate, tier mix, and client utilization, to model the census. Attached are the Tier 1 census targets, broken down by site and month, totaling the 2500 target by December.
