Regarding the question above on how to communicate the baselines. In general, they will not be changing unless an RD requests the change, but to get a full list, it might just be easiest to look at the dashboard. Below is a screenshot filtered for the Bay Area during February (the most recent month). You can see the baseline in the red box I highlighted. It seems like this is pretty easy to review. You can easily export the data to an Excel or Google Sheet. If we want to handle this another way, I'm open to other options.
