I got the following answer from the CIUSSS regarding the profile of the repondant :
''Je vous réfère à la section 2,2,5 dans le Devis pour ce qui est de la "description du (ou des) répondants''. La situation de ces personnes doit répondre en tout point à ce qui est décrit dans cette section.''
I am not too concerned about the MAPAQ training, since it's a 3,5 hours training that you can do online. We could, in a worst case situation, subscribe Maria to an online training session to make sure she follows that training in the next 2 weeks.
I spoke quickly with Tim this afternoon to explain him our current situation with the informations we had and that the best option right now was to submit an official complaint (today at the limit date to submit one).
I filled the form this afternoon and I've sent it a few minutes ago. You were in c.c.i. to this email.
We can maintain our meeting tomorrow if you want, and look at what we can advance for now.

The last point is definitely an issue in my opinion. Other than Maria (who I don’t believe has MAPAQ), I am not sure who else would be able to be a repondant if that is the profile they are looking for.
Let’s hope the second clarification says otherwise.

I was about to send a follow-up e-mail this afternoon to Richard Poliquin when he replied, just before I sent it.
I'll spare you the details, but it was a rather chaotic afternoon of email exchanges with 3 different people from CIUSSS to get partial answers, but I got the vast majority of the answers to our questions.
So here's the extra information I’ve got (the last one is special, let’s say):
* There will be no information session for this appel d’offres;
* The references from public establishments to be provided concern past and current agreements with the company as well as with the répondants, dirigeants or administrateurs of the company. I'll clarify this point in the list of missing documents I will do;
* A document attesting the sums currently in the company's bank account is sufficient to provide proof of availability of funds associated with current expenses for the first month of operation;
* There must be staff physically present at night to respond to user requests;
* There is no defined day or evening schedule. We must adapt to the needs of users as presented to us by CIUSSS professionals. Care and services are offered on a continuous basis;
* Once the users and their needs have been presented to us, we will have to adapt our services to their needs. 8:30 a.m. seems a bit late. Realistically, users may get up earlier and need help with elimination, medication, meals, etc. They may also need to be accompanied to medical appointments. Care can also be provided later in the day, such as assistance with medication, hygiene and other tasks.
* 4:00 p.m. is the start of mealtime and assistance (e.g., return from appointments for some users, help with household chores, etc.). In the evening, hygiene care is also provided, along with medication intake. We are referred to section 2.2.3. of the Devis (see page 5 and 6 of the attached document) for the nature of the services to be provided on a continuous basis, i.e. every day and at all hours of the day, evening or night;
* As for my question as to whether they targeted a specific job title, here's the answer: It's up to the company to hire and provide quality trained personnel capable of delivering quality care, regardless of their job title;
* There is no minimum or maximum number of pages expected to meet the qualitative evaluation criteria (point 6.02 of the dashboard);
* As for the person(s) in charge or respondent(s) identified in our bid, they must have taken PDSP, CPR and Bill 90 training, even if they are not on site with the clientele. Proof will be required. In summary, the respondent(s) must have the following profile:
* Must be able to express themselves clearly in French, both orally and in writing;
* Must be a dirigeant or administrateur of the legal entity;
* Must act on behalf of the company in all situations and actions relating to the follow-up of the agreement;
* Must participate in regular meetings required for the professional follow-up of users;
* Must have relevant clinical knowledge and experience;
* Must have CPR, PDSP, Bill 90 and MAPAQ training;
* Must have relevant experience and/or knowledge of human and financial resource management.
The last point really bothers me, because the respondent(s) must be a dirigeant or administrateur of the company, be a clinical, HR and financial expert, and have CPR, PDSP, Bill 90 and MAPAQ training. That's quite a profile! This means that documents cannot be signed by Tim...
I've already sent an email to Richard Poliquin's replacement (Richard is on vacation until January 7) to make sure I understand the extraordinary profile required.
I'll get back to you (again) as soon as I have a follow-up on this.
