I called UPS and they told me we have to fill out a CARM. No idea what that
is.
They sent me this email and said the package will only be released once
this is done. We were never advised.
So frustrating.
Let me know what you think/want me to do.

Dear Carolyn,

To complete the customs clearance process for your UPS import shipment, you
will need to register with the Canadian Border Services Agency (CBSA)
Assessment and Revenue Management System (CARM) Client Portal, *as required
Canadian Government regulations*.

Once registered, a financial security in the form of cash or surety bond
must be made to completely register.

Please follow the steps below to register in the CARM Client Portal and
post financial security. *Note: If you have already registered for the CARM
Client Portal and have delegated UPS as your broker, complete only steps 3
and 4. *

*Once you have completed registration in the CARM Client Portal and have
updated the financial security, email carmrpp@ups.com

*1.  Register in the CARM Client Portal*

   - To register, visit the CARM Client Portal

*2. Delegate Third Party Service Provider *

   - Once registered with CARM, you can confirm delegation of UPS as your
   customs broker to ensure seamless accounting of your import shipments:
      - To do so, sign into the CARM Client Portal

      to ‘Manage Business Relationships’, where you can review and approve the
      UPS request for authorization

*3. Enroll in Release Prior to Payment*

   - You will need to enroll in the Release Prior to Payment (RPP) program:
      - This privilege allows you to obtain a customs release and receive
      delivery of your imports before paying for duties and taxes
      - For assistance, refer to Post Financial Security for Release Prior
      to Payment Privileges

*4. Post Financial Security *

   - The CBSA requires you to post financial security in the CARM Client
   Portal as a guarantee against importer debt:
      - For assistance, refer to the Post Financial Security for Release
      Prior to Payment Privileges

      - The security deposit can be made by either* cash deposit *or *surety
      bond* (non-cash bond)
         - The cash deposit is the quickest to set up; you can also change
         your financial security method at any time
      - The CBSA sets a minimum deposit for each account based on previous
   import spending (duties and taxes)
      - When completing the process, the CARM Client Portal will provide
      you the minimum bond required
