Hi Tim. I think we have it figured out.

I was able to update the page to allow for both viewing and downloading the
policy. I then worked with a few people on the HR side to make sure that
the folders were not restricted.

If you do have any issues, one fix may be to log completely out of your
Google account and then log back in. That seems to have worked for someone
else that I was working with when testing it.

Hopefully, that fixes everything and your team is able to access any and
all of the resources they need.
