Hi Tim and Sandra,
I've finished reading and annotating all the documents for tender #2025-0061.
Here is some information:
1.
Services must be rendered primarily in users' homes, and not inside a CIUSSS facility (e.g. CHSLD). This afternoon, I contacted the CNESST to clarify the obligations of employment agencies. At 1:27 pm, an information officer (Benima) confirmed that the determining factor is whether CIUSSS employees will be performing the same tasks in the same facility.
It is specified in ''Annexe 1'' of the Devis that CIUSSS does not cover schedule breaks and that the Service Provider must ensure that the resource is replaced so that the service can be provided as planned.
I therefore deduce that no CIUSSS employee will perform the same tasks, and that you are under no obligation to offer your employees an hourly rate equal to or higher than that granted to CIUSSS personnel.
2.
To get a better idea of CIUSSS de l'Estrie's needs, I've attached a PDF document (1. Description du besoin) containing more information.
3.
You'll need to demonstrate that you have a minimum employee volume of 15 different people qualified to meet the need and available to work in the Sherbrooke region.
4.
You will need to list several HR documents concerning the following subjects :
*
Criminal record check;
*
Employees who have been dismissed from a healthcare institution;
*
Up-to-date training records (PDSB and CPR);
*
Other training records (e.g. clinical training);
*
Up-to-date company organization chart;
*
Up-to-date Human Resources organization chart;
*
Interview grid or other document showing validation of employees' ability to read, write and speak French.
5.
For this previous part, I could meet with Joey to gather the necessary information and documents.
1.
You will need to provide references from establishments where you are carrying out or have carried out a similar mandate over the past three (3) years.
2.
You will need to identify people responsible for �Customer Service� and �Operations Management (Dispatch)�. In other words, one person responsible for the clinical side and another for the administrative/scheduling side.
And here are a few questions:
1.
Could you please send me a new ''Attestation de Revenu Qu�bec'', since the last one expired on March 31, 2024 (see attachment: 4.04 Attestation de Revenu Qu�bec)?
2.
Could you please send me a new proof of compliance with the CNESST (see attachment: 4.01 Validation de conformit� de la CNESST)?
3.
Has there been any progress since October 2023 in your dealings with the Office qu�b�cois de la langue fran�aise (OQLF) regarding the francization program?
4.
A resolution or power of attorney designating the person(s) authorized to sign the submission must be attached to the submission form. Do you have a document that meets this requirement?
We can discuss this further at our next meeting next Tuesday.
I'm in the process of finalizing the creation of a dashboard available in web version, as last time. I'll send it to you by Monday at the latest.
