Based on what I see, it looks like Timothy paid the correct amount but entered some incorrect numbers on the form.
Not sure but he owed 233.48 (GST) and 465.80 (QST).
He should check his records to make sure that is what the govt collected at the end.
You can fight the penalty on the NOA since they had the money on time but refunded it in error.
