It could be the covid, but I don't see what type of payment this is supposed to be: Wire/ACH/? It talks about "compensation and insurance boards" and I have never seen anything like that in our banking portal, where it instructs us to start. I'm adding in the payment experts, @Anotte Francois and @An Ly to see if they can help. Can you two read through this and see if you can make the payments? We will want to use our Canadian concentration account, x1663, to make the payment, and I can give you access to that account if you need it.
