For the animal kingdom portions, the definition of usage for the animal
kingdom is measured over the first 14 days of service. If the client had
more than 40 hours of revenue generating service in that period they are
considered high utilization (Cheetah instead of Bee or Elephant instead of
turtle). The callouts mentioned are below that 40 hour mark, so that would
be why they aren't high utilization.

For instance, with Blessing, they had 35.50 hours within that period:
