They will transfer you to the right department. Give them this account number 9-3437-6013 This opens up all the accounts we have here in Ontario it seems. THey won't tell you anything if your name is not on it and I no longer am. Gabriel La seems to be though. They can tell you if the $311 is owed and on what account. Rogers thought the email may be spam if there wasn't at least the last three or four digits of the account number on the email.
