This behav= ior is consistent with the 30-second display rule. As long as the visi= tor has been browsing your site for at least 30 seconds and hasn't int= eracted with the optin yet then it should appear immediately on the ne= xt page load. You see, that 30 seconds refers to how long the visitor= has been on your _WEBSITE_, not just how long they have been on a spe= cific _WEB PAGE_.
