Turning Bees into Cheetahs

Hey, As discussed, in order to reduce the number of bee clients, I would like to introduce a method to create bees into Turtles or Cheetahs. A bee is classified as anyone with less than 21 hours of care for a 31-day period. Therefore, I would propose any client looking for "bee" type shifts such as appointment accompaniment, short-term post-op care, or emergency last-minute care must provide a deposit for 21 hours of care up front (turning them right away into a Cheetah). If they chose to only use 4 of these hours, we would bank the remaining 17 hours for them to use on a future date.
